Training job seekers for high-demand roles
Overview
The Workforce Competitiveness Trust Fund (WCTF) invests in programs that connect Massachusetts residents with the training and support they need to succeed in today’s job market. These programs are designed in partnership with employers to ensure workers gain the skills that businesses are actively seeking.
WCTF strengthens both workers and employers by:
- Helping people build skills, increase earnings, and achieve long-term employment
- Supporting businesses with a more skilled and competitive workforce
Programs serve residents across Massachusetts who face barriers to stable employment, including:
- Underemployed workers who rely on public benefits to support their families
- Individuals who have been out of the workforce for extended periods
- People without formal schooling or who need additional training to advance

Donnelly Success Grant
The Workforce Competitiveness Trust Fund supports programs that help people facing barriers to employment gain the skills and opportunities needed for long-term economic stability.
- Serves unemployed and underemployed individuals, including those relying on public benefits, disconnected from the workforce, or without formal schooling
- Provides targeted training designed by employer partnerships to match real industry needs
- Increases worker skills, incomes, and retention while fostering career advancement
- Trains individuals for jobs in a wide range of sectors, including but not limited to health care, financial services, and information technology
Healthcare/Behavioral Health Hub Grant
Regional MassHire Workforce Boards are partnering with local healthcare employers and education and training providers to meet the growing demand for skilled workers. Together, they provide job training and support to adults preparing for in-demand healthcare careers.
- Recruit and train unemployed and underemployed individuals for in-demand healthcare and behavioral health positions
- Offer training and career advancement opportunities for current entry- and mid-level healthcare workers
- Partner to build a more competitive and resilient healthcare system across Massachusetts
Grant Period: 2024 – 2026
RISE Grants
Supporting ESOL services and career readiness for individuals who resided in Emergency Assistance Shelters in Massachusetts and other individuals who could benefit from ESOL services, supporting them in securing unsubsidized employment and promoting economic stability.

Applications Now Open
$6 million in state funds allocated to this grant. Applicants are required to provide a 30% match of the total awarded funds. Grants of up to $500,000 for a 2-3 year contract. All application requirements listed in the Request for Proposals. Applications due March 9th.
