ESOL and career readiness services
Overview
The Rise Program under the Workforce Competitveness Trust Fund works to advance economic mobility for immigrant and refugee populations while addressing critical workforce shortages. RISE funds partnerships that integrate ESOL instruction with sector-based training, enabling participants to build both language proficiency and industry-relevant skills simultaneously.
Beyond direct service delivery, RISE informs systems-level change by:

Advancing integrated education and training (IET) models

Strengthening employer engagement and sector alignment

Supporting providers in developing sustainable program models

Elevating promising practices across the ESOL and workforce ecosystem
Through this approach, RISE not only expands access to opportunity for participants but also contributes to a more coordinated, responsive, and equitable workforce system statewide.
At this time additional funding is not available for the WCTF RISE grant.
