Advance Notice of Upcoming Procurement for the Re-Entry Workforce Development Demonstration Program

This notice is intended to share early information in advance of a formal procurement process. Commonwealth Corporation, on behalf of the Massachusetts Executive Office of Labor and Workforce Development (EOLWD), plans to release a Request for Proposal for the Re-Entry Workforce Development Demonstration Program (RWDDP). The RFP will be made available through our website (commcorp.org) and will require online proposal submission. This grant program is designed to improve workforce outcomes among individuals returning to their communities after incarceration (i.e. returning citizens). Full details, including eligibility, participation requirements, and payment information, will be outlined in the forthcoming RFP.

Commonwealth Corporation anticipates the following timeline:  


Anticipated RFP Release  Mid – Late April 2026 
Anticipated Responses from Bidders Due   Early June 2026
Anticipated Contract Start Date  October 2026

Questions will be accepted in writing once the procurement process has officially opened. Prospective bidders are solely responsible for monitoring the Commonwealth Corporations website for amendments to this announcement, if any, and for the complete RFP posting, if any. Prospective bidders may monitor the site through publicly accessible search and browse tools. There will be an opportunity for prospective bidders to submit questions and sign up to receive notifications when new responses are posted once the RFP is posted. All potential bidders are advised to check the Commonwealth Corporation’s website periodically for additional information and updates until submissions are due.
